Dear Officer for Public Records:
        This request is made under the Texas Public Information Act, Chapter 552, Texas Government Code, which guarantees the public access to information in the custody of governmental agencies.  I respectfully request copies of the field notes, and transcripts involving conversations with Elizabeth Reynolds and DPS Officer Ray Ramon of the DPS office Kleberg County, Texas. Conversations between Ray Ramon and Elizabeth Reynolds occurred months before the shooting on 8/9/03. This information was conveyed to my family at the hospital after I was a victim of the shooting involving Reynolds. Because the forged letter to DMC was approximately two months prior to the shooting incident all field notes as well as itinerary of conversations, inquests, and other are considerably vital to the Federal investigation of mail and wire fraud involving murder for hire. The violations which are alleged concern title 18 USC section 1958 Title 18 section 1341. Any and all statements which Officer Ray Ramon has in the DPS archives would be critical in the prosecution of the persons involving the forged letter mailed by Elizabeth Reynolds via United States mail; Transcripts at DMC state that the letter was mailed directly to the office of Anne Matula at Del Mar College East Campus Corpus Christi, Texas; Transcripts from Del Mar College indicate that Dr. Anne Matula was quite fearful of anthrax in the letter which was forged by Elizabeth Reynolds, please include the DPS policy for not turning this evidence over to the proper authorities directly after the post 911 incident. Please also include whether these officers were ever questioned about these incidents and why the tractor fire which Reynolds co conspirator testified was by Reynolds herself. Please also include the following information:  the policies by DPS for not following up into the direct alleged anthrax threat to a Texas state educational institution ,and also the policy for not involving the OIG United States Department Of Education concerning the Elizabeth Reynolds letter which Dr. Anne Matula stated in the transcripts were turned over to Ranger Oscar Rivera.
        The information will be utilized for civil, criminal ,Law enforcement academy training, and administrative matters. The incident occurred approximately one month prior to the shooting on 8/09/03 in Kleberg County, Texas the Officer who investigated my case was Oscar Rivera. Also include protocol for investigations, standard operating procedures for DPS officers criminal investigations as well as administrative overview protocol and latitude for DPS officers conducting Federal Investigations not covered by Texas State Statutes.  
         In the interest of expediency, and to minimize the research and/or duplication burden on your staff, I would be pleased to personally examine the relevant records if you would grant me immediate access to the requested material.   Additionally, and since time is a factor, please communicate with me  by U.S.mail so that we may have officially recognized documentation in compliance with mail and wire statutes of the United States Code.      
Disclosure of this information is in the public interest because providing a copy of the information primarily benefits the general public.  I therefore request a waiver of all fees and charges pursuant to Section 552.267 of the act.
        I shall look forward to hearing from you promptly, as specified in the law. Thank you for your cooperation.
